Senior Regional Coordinator (Re-Advertisement)

The Africa Rice Center (AfricaRice) is seeking a highly qualified Senior Regional Coordinator
RIZAO PROJECT who will be based at Saint-Louis in Senegal. S/He will work under the
supervision of the Research and Innovation Director based in Bouake, Cote d’Ivoire.

About the RIZAO project
The RIZAO project is fully funded by the Mastercard Foundation and implemented by AfricaRice and its partners in the WAEMU region. The project is part of the Mastercard Foundation’s “Young Africa Works” roadmap in the WAEMU region, which aims to enable 6.2 million young people, 70% of them women, to access decent and fulfilling work in the region by 2030. In its first phase, the RIZAO project aims to create employment opportunities for young people in the rice value chain in West Africa: Côte d’Ivoire, Senegal and Togo. It will contribute to job creation for young people – especially women.
Position purpose
As a Senior Regional Coordinator, you will ensure the smooth running and effectiveness of the
project by providing advice and support to the project team and stakeholders in line with the
“Young Africa Works” strategy. The Regional Coordinator will also be responsible for ensuring
the proper coordination of Pillar activities and the smooth running of the project’s governance
bodies. Tasks involve supporting and managing all aspects of project management, including
supervision of financial and contractual obligations, monitoring of project progress and
administrative management.
Position responsibilities
Under the supervision of the Research and Innovation Director, the Senior Regional Coordinator will undertake activities with specific tasks that include, but are not limited to:
Monitor the various pillar objectives and ensure that the pillar coordinator of each pillar, staff, consultants, and in-country partners remain on track to achieve results.
Dynamically and proactively organize periodic meetings of the project’s Technical
Execution Unit and the steering committee;
Coordinate and/or represent the project in professional circles through meetings, conferences, and presentations.
Collaborate with the Pillar Manager to support program planning, implementation, and
monitoring
Coordinate and validate action plans, short, medium and long term results
Collaborate with the project manager of the donor for optimal execution of the project
and develop and maintain excellent relations with colleagues and donor.
Draft terms of reference and memoranda of understanding for consultants and project
partners.
Monitor the execution of budgets for the various project components to ensure that
funds are spent efficiently and in a timely manner to achieve results.
Consolidate technical and financial reports for the donor.
Review consultant and pillar reports and payment requests.
Present project highlights at local or regional meetings and forums, as required.
Identify and report on successes, challenges and lessons learned.
Draft and/or prepare work plans, activity charts, budgets, and correspondence, as
required.
Ensure that the implementation of project activities complies with AfricaRice and
Mastercard Foundation operational, regulatory, and administrative policies.
Regularly inform his/her designated supervisor on the progress of activities and the
financial situation of the project.
Perform other tasks identified by the supervisor.
Qualifications/Selection Criteria
At least a master’s degree in rural development, project/program management, agricultural economics, economics or agronomy or related field.
Minimum 12 years’ experience in planning, managing and implementing agricultural and
rural development projects, including the organization of events (workshops, training
courses, etc.);
Proven collaboration with development institutes, agricultural enterprises, agricultural
finance structures, research/universities, governments, and other governmental and
non-governmental organizations, regional institutions such as ECOWAS and UEMOA.
Languages
The candidate should be able to communicate fluently (orally and in writing) in English
or French and have a good working knowledge of the other language.
