Main purpose of position

The Treasury Specialist is responsible for managing all treasury operations at ICARDA, ensuring optimal liquidity management, financial risk mitigation, and regulatory compliance. This role plays a critical part in formulating and executing treasury strategies, managing cash flow, handling external financing, and ensuring the efficient execution of financial transactions across ICARDA’s global operations.

Functioning as the organization's sole expert in treasury matters, the specialist operates independently and maintains direct engagement with external stakeholders including banks, financial institutions, and donors. The position also requires close collaboration with the Finance (GFO) and Program Grants (PGU) units to ensure all incoming funds are accurately identified, allocated, and recorded in line with donor agreements and ICARDA policies.

Main responsibilities

  • Cash & Liquidity Management: Manage daily cash positioning and forecasting to ensure sufficient liquidity for operations across all country offices. 
  • Financial Risk Management: Monitor and manage risks related to foreign exchange, interest rates, and liquidity.
  • External Financing & Investment Management.
  • Banking Relationships: Serve as ICARDA’s primary liaison with banks and financial institutions, negotiating favorable terms and ensuring effective partnerships.
  • Payments & Transactions: Supervise the execution of domestic and international payments, including foreign exchange and investment transactions, ensuring accuracy and timeliness.
  • Regulatory Compliance & Internal Controls: Enforce compliance with internal policies and external financial regulations, ensuring transparency, accountability, and audit-readiness.
  • Reporting & Documentation: Prepare and present treasury reports with accurate records to support internal oversight and donor compliance requirements.
  • Stakeholder Engagement: Maintain productive relationships with external stakeholders, including donors, suppliers, and financial service providers.
  • Policy & SOP Development: Design and update Treasury policies and standard operating procedures to support consistent and compliant operations.
  • KYC & Regulatory Oversight: Maintain current Know Your Customer (KYC) documentation and ensure alignment with global and local regulatory standards.
  • System Enhancements & Automation: Recommend improvements to treasury modules within ICARDA’s ERP system and implement automation solutions to streamline operations.
  • Receivables Reconciliation: Monitor incoming funds, ensuring timely allocation against accounts receivable and prompt resolution of unidentified receipts in coordination with the Finance team.

Requirements

Education, qualifications, and experience

  • Relevant Master's degree with at least 5 years of experience (or a Bachelor’s with at least 7 years’ experience and formal training).
  • Proven expertise in managing multi-currency cash operations, foreign exchange, and investments in an international context.
  • Relevant qualification – CTP, ACCA, CPA, CIA, CMA or equivalent.
  • An effective and energetic team leader, with excellent communication and interpersonal skills, able to work effectively in a multidisciplinary and multi-cultural environment.
  • Excellent command of the English language, both written and spoken.
  • Strong self-motivation and innovative skills.
  • Proficiency in relevant software packages (Microsoft Word, Excel, PowerPoint).
  • Experience in working on an ERP.

Terms of appointment, salary, and benefits

This is a nationally recruited position for which ICARDA offers an attractive compensation package including a competitive salary, medical insurance, 30 days of annual leave, five months’ maternity leave, 15 days’ paternity leave. The successful candidate will be offered an initial contract of 3 years, renewable subject to continued need for the position and satisfactory performance. The first year will be probationary period.
