Monitoring and Evaluation Officer – RIZAO Project

The Africa Rice Center (AfricaRice) is seeking a qualified Monitoring and Evaluation Officer – RIZAO Project who will be based at AfricaRice Office in Saint Louis, Senegal. S/He will work under the supervision of Senior Regional Coordinator – RIZAO Project.

Position purpose
The Monitoring and Evaluation (M&E) Officer will play a critical role in ensuring the effective tracking,assessment, and reporting of the RIZAO project’s progress and impact. He/she will provide technical expertise to design and implement a comprehensive M&E system, ensuring that project activities align with set objectives and deliver measurable results. The M&E Officer will also facilitate data-driven decision-making by providing timely, relevant, and accurate information to stakeholders.
Position responsibilities
Under the supervision of the RIZAO Project Senior Regional Coordinator, he/she will conduct activities with specific tasks that include, but are not limited to:
Participate in M&E method development and data collection activities on baseline surveys,
indicator monitoring studies and impact studies.
Communicate regularly and organize field visits to project activities to support and assist in
the planning, implementation and continuous improvement of the knowledge management
system, M&E organizational tools and methods following a collaborative approach to ensure
that they meet project needs.
Contribute to the identification and selection of indicators, methods, and tools in line with the
donor’s measurement framework and the project’s theory of change.
Provide guidance, identify needs, build staff capacity, and support the project team, partner
organizations and other institutions through training, advice and ongoing technical assistance
Africa Rice Center – Centre du riz pour l’Afrique in M&E planning and implementation; develop and test data collection instruments; data collection, analysis, interpretation, management, and use; GIS; integration of results into ongoing and strategic planning; and reporting.
Contribute to the continuous refinement and improvement of the project’s organizational
M&E tools/methods, and to the identification and documentation of M&E best practices and
lessons learned.
Contribute to the adaptation of the donor’s and implementing partners’ M&E strategy,
approach, tools, and methods.
Contribute to the development of an M&E management system based on digital
communication tools and the Web.
Participate in project coordination meetings to ensure effective planning, implementation
coordination and organizational learning.
Develop and submit narrative and financial plans and reports and assist project partners in
preparing progress reports in accordance with required reporting formats and deadlines.
Perform other tasks as identified by supervisor.
Qualifications/Selection Criteria
Education Master’s degree in rural development, project/program management, agro-economics, agronomy,or a related field.
Work experience and key competencies required:
At least 7 years’ technical experience in M&E for agricultural value chain development, with a
focus on the creation and use of relevant indicators, logical framework development,
statistical tools and analysis, predictive modeling and inferential statistics, survey methods,
case study methods and data management.
Proven positive M&E experience with NGOs, government, or research institutions and/or
bilateral/multilateral organizations.
Proven ability to develop, implement and analyze M&E data using statistical and econometric
analysis software, and other relevant forms of analysis.
Good experience in M&E capacity building.
Good technical and financial reporting skills.
Ability to work with customers, staff, and other experts in a multicultural and multilingual
environment.
Computer expertise in MS Office, Outlook, Word, PowerPoint, Excel, SPSS, Stata, and other
statistical analysis software.
Knowledge and skills in GIS would be a plus.
Strong attention to detail and accuracy.
Excellent planning and organizational skills, with the ability to monitor information and tasks
effectively.
Strong analytical and problem-solving skills, with sound judgment.
Ability to work in a multicultural environment.
Capacity to perform effectively in high-pressure and demanding situations.
Strong motivation to deliver accurate and timely reports.
Languages
Effective verbal, listening and written communication skills in French and English

The initial appointment is for Four (4) years with the possibility for renewal based on performance and availability of funding.
