Senior Finance and Cost Analyst

The Africa Rice Center (AfricaRice) is seeking a highly qualified Senior Finance and Cost Analyst who will be based at AfricaRice M’bé-Bouaké, Côte d’Ivoire. S/He will work under the supervision of the Planning and Budget Manager.

Position purpose
Under the supervision of the Planning and Budget Manager, the Senior Finance and Cost Analyst is responsible for the overall implementation of full cost recovery scheme, time allocation, cost analysis for reporting, project financial reporting, supporting online and platform submission of reports.

Position responsibilities
Under the supervision of the Planning and Budget Manager, the Senior Finance and Cost Analyst will undertake activities with specific tasks that include, but are not limited to:

1. Staff cost allocation
• Prepare a summary table for the staff cost allocation based on staff cost allocation table approved in the Center’s and Project’s budget,
• Compute the leave accrual and prepare journal entry for accrual of leave balances
• Preparation of the monthly time and cost allocation of staff against grants in coordination with
other Senior Accountant and PBM,
• Review variance analysis between standard and actual staff cost, evaluate the need to
• Revise the rates, and recommend updated rates, if needed,
• Direct the preparation and submission of timesheet for staff and service cost allocation to

2. Chargeback & budget revision for new project
• Coordinate with Cost Center Heads the review and update of the strategy to improve the FCR
system of the Center,
• Liaise with all service departments that provide data for the costing process, ensuring that timely,
accurate and appropriate information is provided,
• Prepare cost sharing (chargeback) journals and provide analysis on monthly basis,
• Analyze the implementation rate of full cost recovery and recommend solution for under/over
• Respond to queries related to chargeback,
• Conduct information dissemination to provide better understanding of full cost recovery,
• Analyze budget submitted by scientists for new project/proposal to ensure coverage of full cost
recovery in the budget to finalize for internal clearance.

3. Cost and Financial analysis
• Provision of input to the compilation of the Center’s global budget, including analysis of costs
and the recoveries,
• Provision of expense analysis to the preparation of management reports, data analysis for the
preparation of the annual US IRS Form 990 and other ad hoc requests.
• Uploading of financial data in the CGIAR Financial Data Platform and importing the monthly
AfricaRice’s actual data files to Anaplan (CG Global Integrated Business Service).

4. Project Financial Reporting
• Producing timely and accurate financial reports, statement of expenditures, financing plan and forecasts, and other financial reports or other information required by donors and/or
stakeholders consistent with donor financial reporting template.
• Maintaining record of sub-agreements and pertinent documents related to NARS partners and/or collaborators; facilitating transfer of resources according to the terms of the subcontract, assisting NARS partners/collaborators’ counterparts in preparing financial reports and monitoring compliance to reporting requirements as set forth in the sub-agreements.
• Analyzing the variances against approved budgets monthly and determine the main reasons for the major variations and discuss corrective steps with the Project Coordinators in close liaison with the PBM.

5. Others
• Providing support to Grant Finance functions, including roles within collaboration agreement with other CGIAR centers,
• Preparing and submitting monthly Hosted Institutions’ (CGIAR Centers) financial reports and the invoicing for payment,
• Responsible for the risk management over all areas of activities under control of this position,
• Participating in the period closing to include but not limited to preparing the journals to record the cost recoveries, calculating overhead, CG Cost Sharing Percentage (CSP), and transfers of revenue.
• Any other duties as may be assigned from time to time by the supervisors.

Qualifications/Selection Criteria
Education: Master’s degree in business administration with a major in Accounting or Certified or Chartered Accountant or with equivalent accountancy professional qualification.

Work experience and key competencies required:
• At least eight (8) years of work experience in the field of accountancy, finance and/or
administrative works at least two years (2) of which in a supervisory position.
• Capacity to pay attention to details and accuracy, Capacity to plan and organize, Information
and task monitoring, Problem analysis, judgment and problem solving.
• Appropriate knowledge of computer systems especially in UNIT4 Agresso and ANAPLAN
• Good interpersonal and communication skills.
• Communicate fluently (orally and in writing) in English or French with a good working knowledge of the other language.
