Request for Proposals: Consultant Roster – Research Results and Data Management Specialists

What we are seeking:

The   CGIAR   System   Organization (CGIAR) seeks   to   establish   a   pre-approved   roster   of   research results and data management specialists. CGIAR is looking for talented and motivated results and data management specialists to work with the Program Unit to deliver a fit for purpose planning, monitoring and reporting approach (process, systems, and product).

We seek specialists in the following areas:

  • Data engineering and business intelligence
  • Data quality and data governance
  • Research results analysts
  • Theory of change, research for development, knowledge translation

Specialists can expect to work on improving the quality and utility of the CGIAR Results Dashboard and associated products and processes.

Deliverables and timeline:

Qualified consultants will be placed on the roster for one year with a potential for two additional renewal years.  Work assigned to roster-based consultants will not exceed 180 days a year.  There is no guarantee of work for consultants placed on the roster

Role descriptions

Data engineering & business intelligence – Junior specialists Requirements
·      Data cleansing, aggregation, ETL, dataset management

·      BI solution design, testing and delivery

·      Bachelor/Masters degree in an analytical or data-driven discipline

·      Minimum 3 years’ related experience

·      Strong SQL, relational or graph database skills, experience using Snowflake or similar data warehouse solution

·      Demonstrated track record of delivering business intelligence solutions using a range of tools (e.g. Tableau, Power BI)


Data Quality Assurance – Junior Assessors Requirements
·      Qualitative and quantitative data quality review against established criteria

·      Delivery of tools, processes and guidelines to ensure data is correct, gated, documented, and standardized

·      Bachelor/Masters in agricultural research, development, or related field.

·      Minimum of 3 years’ experience working in Excel table analysis, data verification in the context of agricultural research and/or development projects.


Research results analysts – Junior Specialists


·      Identify and assemble research result instances by thematic, geographic and other key variables.


·      Bachelor/Masters in agricultural research, development, or related field.

·      Minimum of 3 years’ experience working in Excel table analysis, data verification in the context of agricultural research and/or development projects.


Theory of change, research for development, outcome and impact, SDG – Specialists


·      Advisory services and solution delivery relating to agricultural research for development, complex causal pathways, interlinked/nested theories of change, Sustainable Development Goals.


·      MSc, PhD or post-doc in agricultural research and/or development, or related field.

·      10+ years’ experience in related field.

·      Demonstrated solution delivery in complex systems, results-based management, theory of change (ToC), impact pathways, monitoring, evaluation, learning, impact assessment, SDGs.

Evaluation Criteria:

Roster applicants will be evaluated on the following criteria:

  • Relevant experience;
  • Quality of work samples;
  • Satisfactory references; and
  • fees.

Please submit the following as separate documents:

  • A brief statement of no more than two (2) pages of text identifying the type of service proposed and highlighting three (3) examples of the type of service offered (for functional/image examples please provide links.)
  • A CV including two (2) references (no more than two pages)
  • Daily rate in USD. These rates will be applied for the full 12 months that the consultant is on the roster (rates can be renegotiated if the roster membership is extended).

Please note: these consultancies are not designed for work of a continuing nature, or to lead to a staff position and as such, there should be no expectation of continued employment at the end of the contract.
