Full-Time Equivalent (FTE): 100%

Location: Montpellier, France. (Remote working arrangements would be considered, subject to organizational needs. The role is expected to include occasional international travel to support the delivery of governance meetings.)

Anticipated Start Date: 3 October

Purpose of Engagement

This is a proposed six-month assignment to undertake key duties of the Governance & Institutional Risk Officer due to anticipated parental leave. The assignment covers anticipated handover periods at the start and end of the engagement.

Summary: Under the overall supervision of the System Organization’s Deputy Director, Governance & Institutional Risk, the assignee plays a lead role in stewarding effective planning and timely, transparent execution of the planning for the governance operations of the following CGIAR governing bodies and their respective committees:

- CGIAR System Council

  • Assurance Oversight Committee
  • Strategic Impact, Monitoring and Evaluation Committee

- CGIAR System Board

  • Audit, Finance, and Risk Committee

Responsibilities

  • Maintenance of effective processes and tools for governance planning for CGIAR’s governing bodies that deliver visibility of Council and Board business relative to the deliverables of successive CGIAR Business Plans.
  • Steward development of governance meeting agendas, in close coordination with key stakeholders, in line with overall governance plans, with a focus on ensuring that meeting time is efficiently used and in line with CGIAR’s strategic priorities
  • Draft and contribute to the development and critical review of materials for meetings of CGIAR’s governing bodies in coordination with interested parties, ensuring that they are concise and strategic, and contribute to effective decision-making and transparency in governance proceedings.
  • Coordinate delivery and posting of materials for meetings of CGIAR’s governing bodies and manage the workflow of electronic decision-making and communication with CGIAR’s governing bodies in line with overall governance plans, ensuring ease of interpretation and clarity of message, tracking responses, and providing clarifications as required within the decision timeframe.
  • Prepare summaries of meetings of CGIAR’s governing bodies and coordinate finalization and clearance of these with key stakeholders.
  • Contribute to appointment processes for new members of CGIAR governing bodies, coordinating with others across CGIAR and beyond as required.
  • Carry out other functions as assigned by the Deputy Director, Governance & Institutional Risk, to further advancement of relevant strategies, work plans, and initiatives.

Expected Outcomes/Deliverables

  • Draft and final meeting agendas;
  • Cover notes for meeting materials;
  • Draft and final meeting summaries and reports;
  • Updated planning documents for governing bodies, summaries for all System governance meetings
  • Governance records of out-of-session communications and proceedings

Time Frame

  • Six months total anticipated assignment length (all dates approximate)
  • 3-31 October 2022 – Onboarding and progressive handover of responsibilities
  • 1 November 2022 – 3 March 2023 – Full-time delivery of the role
  • 6-31 March 2023 – Shared delivery of role, handover of responsibilities

Requirements

Minimum education/qualifications

Essential: University degree in a humanities subject, international studies, management, political science, or related field

Desired:

  • Chartered Secretary or other governance/professional certification
  • Project management qualification
  • Excellent writing and editing skills (English)
  • A proven ability to liaise with a broad range of stakeholders and partners and do so with demonstrated sensitivity, discretion, and tact considering different organizational and cultural considerations
  • Ability to work under pressure, to strict deadlines, and undertake numerous tasks simultaneously
  • Strong oral communication skills
  • Demonstrated capacity in computer and office software packages (Microsoft Word, Excel, and PowerPoint at a minimum)
  • Working knowledge of the national language of a country that hosts a CGIAR System entity
  • Customer Service oriented and proactive
  • Integrity and confidentiality
  • High tolerance of ambiguity and appetite to tackle issues in a constructive way
  • Attention to detail and strong analytical ability
  • Ability to listen actively and respond effectively

Minimum Experience:

  • Demonstrated post-qualification experience in a similar position, focusing on operational/project support and/or organizational governance
  • Demonstrated track record in an international organization, intergovernmental or private sector role of similar operational complexity
