Global Solutions for Local Applications
Our Mission
To strengthen the human resources network of the CGIAR, devise strategies that recognize the diversity and autonomy of each CGIAR Center, collaborate with participating Centers to define short and long-term needs, create global solutions for local application, and help establish a virtual community of HR professionals in CGIAR Centers, donor agencies and partner institutions.

Our Vision
The delivery of strategies applied locally to boost the ability of the CGIAR Centers and their partners institutions' outreach research programs to alleviate hunger and poverty through a more cohesive organization, efficient management and capacity building.
The Participants
As of 2007, seven CGIAR Centers are participating in SAS-HR: CIMMYT, CIAT, Bioversity International, IWMI, WorldFish, IFPRI and ICARDA.
Strategy
The HR strategy has been developed after interacting with the Participating Centers.
It gives direction through three approaches:
- Building culture and positioning the CGIAR for the future
- Harmonizing policies
- Modernization and continuous improvement.
These three approaches are represented by key projects that are to be rolled out. The projects cover the following:
- The development of an HR Community through an HR forum and a website.
- Facilitating the process of defining the
requirements for the functionalities and implementation of a Human Resources Information Systems (HRIS).
- A One Staff Grading System that is competency-based.
- One Common Policy – a value-based policy that will give much-needed
adaptability.
- The establishment of Common Values to develop the culture that is a prerequisite for innovative and quality research.
- An Aligned Expatriate Package that is fair, competitive and reflects modern needs.
- A One-Stop Training Shop that offers relevant training through a website, coupled with a common training calendar.
- Module-Based Training Programs required by the majority of the Centers.
- Strategic Staffing to ensure that the Centers have the people they need, with the right set of skills for present and future needs, achievable through a systematic approach to defining needs, maintaining attractiveness, recruiting, developing and sourcing.
- A Common Performance Management System to assess, use and develop the skills and competencies of staff optimally, thus ensuring demanddriven training and development programs, and facilitating career options.
- The Review and Alignment of Health and After-Service Health Insurance to ensure that positions remain competitive and to underpin the overall HR Policies, thereby guaranteeing the continued ability to attract top-notch staff.
- Nurturing Teams – consideration will be given to teams, which can be integrated into the work processes of all relevant aspects of the organization.
