Alliance Board
The Alliance Board plays an important role in the CGIAR System given the legal independence of each of the Centers.
The roles and responsibilities of the Alliance Board are to:
Demonstrate initiative in responding to CGIAR opportunities and challenges that are common to Centers
- Develop a collective viewpoint on good governance and policy issues that affect the strategic directions of Centers and effective responses to key development challenges
- Encourage cooperation among the Centers and an Alliance-wide approach on issues of common interest
- Provide strategic guidance to collective action by the CGIAR Centers
- Develop performance measures to evaluate contributions of Centers to CGIAR collective endeavors in line with the existing CGIAR Performance Measurement scheme
- Interact with the Alliance Executive to facilitate and encourage inter-Center functions and activities (such a joint planning) and to present Centers’ viewpoints to CGIAR stakeholders
- Resolve disputes among Centers related to collective actions, and impose sanctions on individual Centers where necessary. This will be done in a fashion that avoids conflicts of interest
- Interact with the Alliance Executive and the Alliance Office to ensure transparency and good governance
- Interact with the CGIAR System providing information to and from Center Boards, including information on collective action initiatives, opportunities, and decisions, and
- Facilitate linkages and exchanges among the Centers, CGIAR Members and other parties who share the CGIAR vision and ideals.
The Alliance Board is a source of expert knowledge and experience of science development and governance for the CGIAR System. It recommends to the individual Boards policies, methodologies and practices that are aligned with the needs of the System as a whole and that are consistent with the legal requirements of the separate Center constitutions. The Alliance Board facilitates courses for Trustees of Center Boards on their roles and responsibilities and to orientate them to the CGIAR System.
The Alliance Board, by virtue of its pivotal role in the System, is a major avenue through which the corporate culture of the System is sustained, enhanced, and integrated.
The main functions of the Alliance Board are to:
- Demonstrate initiative in responding to CGIAR opportunities and challenges that are common to Centers,
- Contribute to the development of CGIAR policy,
- Provide oversight of Center’s adherence to CGIAR policies,
- Encourage and develop effective leadership by Center boards, and
- Provide oversight of coordination between and among Centers.
