Green Reconstruction Policy Guidelines for
Aceh
Green reconstruction aims to improve the quality of life for
communities and affected individuals whilst minimising the negative
impacts of reconstruction on the environment and maintaining the
long-term biological diversity and productivity of natural
systems." Post-tsunami reconstruction efforts face the
challenge of meeting immediate humanitarian needs whilst balancing
longer-term development and natural disaster mitigation.

On 26 December 2004, an extremely strong earthquake (8,9 on the
Richter scale) occurred below the Indian Ocean, northwest of
Sumatra Island. This earthquake, that later caused a tsunami wave,

Thailand, Sri Lanka, Maldives, Bangladesh, Myanmar, even

Action
The Tsunamis greatest impact has been on rural coastal
communities. Before the tsunami, the men, women and children in
these communities were highly dependent on coastal fisheries,
agriculture, aquaculture and forestry. But the natural resources
supporting these livelihoods were already severely depleted due to
unsustainable practices.

Mangrove Rehabilitation Strategies in Aceh
CIFOR Director General, David Kaimowitz, is accompanying a team
from Indonesia's Ministry of Forestry (MOF) to examine possible

Slow road to recovery
Hammers swing, wheelbarrows plow through the mud and young men mix
concrete. Others shout and sing as brick after brick is put into
place in new house walls. The sounds of construction are heard all
across Banda Aceh, the Indonesian city at the northern tip of
Sumatra that was virtually leveled by last year's Boxing Day
tsunami. In this once devastated area, known as Lamjabat, where 90
percent of the people and almost every building were washed away,
signs of everyday life are beginning to emerge from the
wasteland.
