This article is, of course, great news to us. However, I am wondering how we can get hold of more substantive information on the same research efforts on use of water. Our main concern is communicating science to our local farmers and agriculture extensionists. Here in the Philippines, the Department of Agriculture (DA), the Department of Environment and Natural Resources (DENR), and the Department of Agrarian Reform (DAR) have begun to implement last 2011 the National Convergence Initiative (NCI) of the mentioned DA-DENR-DAR precisely to address the fragmentation you mention as one of its primary reasons for being. Most recently, around February 2012, the Department of the Interior and Local Governments (DILG) has joined the NCI, allowing for greater engagement of the local government units, including city/town mayors and their councils in NCI efforts. The DILG is a potent force for grassroots implementation among our farmers and rural populations. Our bureaucracy being young at the convergence idea, we will appreciate all the information we can on that too. Thanks.
